限制申請簽證的時間

New Open Signed Developer Certificate request
Developer Certificate creation has been disabled earlier than anticipated due to a high load. We will enable Developer Certificate creation tomorrow （14th February） at the following times （All times are UK times）:
09:00am - 10:00am
11:00am - 12:00am
2:00pm - 3:00pm


Apologies for the continuing problems. We hope to resolve this issue before Monday 18th February and remove the restrictions.

這意思是不是說申請簽證的時間限制只能在以下3個時段申請
09:00am - 10:00am
11:00am - 12:00am
2:00pm - 3:00pm
